Basic tasks and normative legal principles of activity of Kherson Regional State Administration.

  1. Kherson Regional State Administration (then - Regional State Administration) is the local body of executive power and included in the system of the State bodies of executive authority.

  Regional State Administration and Head is accountable to the President of Ukraine, accountable and subsidiary to the  Cabinet of Ministers of Ukraine.

  District State Administrations are accountable and subsidiary to the Regional State Administration.

  2. Regional State Administration, within the limits of authorities, carries out the executive power on the territory of oblast, and also realizes the authorities, delegated it by the Kherson Regional Soviet.

  3. Regional State Administration is to ensure the fulfillment of Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine, Cabinet of Ministers of Ukraine; legality and law and order, follow the rights and freedom of citizens; implementation of the government and regional programs of socio-economic and cultural development, programs of  environmental protection; preparation and implementation of regional budget; cooperation with the bodies of local self-government in oblast.

  4. Regional State Administration is a legal entity, has a seal with the image of the National emblem of Ukraine and its name, accounts in the bank establishments of Ukraine.

  The State flag of Ukraine is hoisted on the houses, of the Regional State Administration and it structural subdivisions, and the placards with the image of the National emblem of Ukraine and their name are hung out.

  Regional State Administration in the boundary of Region ensures

  1)     fulfillment of Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine, Cabinet of Ministers of Ukraine, of other bodies of executive power of the top level;

  2)     legality and law and order, follow the rights and freedom of citizens;

  3)     implementation of the government and regional programs of socio-economic and cultural development, programs of  environmental protection; in the compact residences of national minorities and native people – also the programs of  their country-specific development;

  4)     preparation and implementation of appropriate budgets;

  5)     account of implementation of appropriate regional budgets and programs;

  6)     cooperation with the bodies of local self-government;

  7)     realization of other, given by the state, and also delegated by the  proper Soviets, authorities

  Regional State Administration operates on the principles of responsibility before man and state for the activity; priority of right; supremacy of law; legality;  priority of human rights;  publicity;  combination of state and local interests.

 Legal status of the Regional State Administration is  established by Constitution of Ukraine, law of Ukraine “About local State Administrations” and other laws of Ukraine.

 Regional State Administration follows the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine, Cabinet of Ministers of Ukraine, bodies of executive power of the top level in its activity.
